Resolve "3-129476 fix physical boot disk deviation"

This gathers a number of transparent, low-level changes that helped us unblock issues with boot devices on hardware being non-"/dev/sda" and it also gathers a few Ceph improvements.

After releasing this we can and should adjust branches accordingly as some servers are running directly in this environment.
